Why Japan Requires a Guarantor

Japan's rental market has historically required tenants to provide a rentai hoshōnin (joint guarantor) — typically a Japanese national relative — who agrees to pay rent if the tenant defaults. For foreigners who have no family or close acquaintances in Japan, this requirement has long been one of the biggest barriers to renting a home.

The landscape shifted significantly with the April 2020 Civil Code reform, which mandated a kyokudo gaku (maximum liability cap) for individual guarantors. Landlords can no longer expose personal guarantors to unlimited liability, making it harder to recruit willing individuals. As a result, the market has rapidly migrated toward rent guarantee companies (保証会社, hoshō gaisha) as the primary safeguard — a change that ultimately benefits foreigners seeking to rent without a Japanese guarantor.

How Rent Guarantee Companies (保証会社) Work

A rent guarantee company acts as an institutional guarantor on behalf of the tenant, paying the landlord if the tenant misses rent. In exchange, the tenant pays a guarantee fee — not to the landlord, but to the guarantee company.

There are two main types: shinpan-kei (信販系) companies affiliated with credit card issuers, which screen based on Japanese credit history (difficult for new arrivals), and dokuritsu-kei (独立系) independent companies that focus on income verification and employment status rather than credit scores — making them far more accessible for foreigners.

Options for Foreigners Without a Japanese Guarantor

Beyond standard guarantee companies, several alternatives exist specifically suited to foreigners:

  • UR Housing (UR都市機構) — Japan's public housing corporation requires no guarantor, no deposit, and no agency fee. Foreigners with a valid residence card may apply. Income requirements apply (monthly rent × 4 or more). Ideal for budget-conscious renters.
  • Foreigner-friendly agencies — Specialist agencies in Tokyo, Osaka, Nagoya and Fukuoka know which landlords and guarantee companies welcome foreign applicants, significantly improving your chances.
  • Share housing — Multiple tenants share a single property. Most operators do not require a personal guarantor or guarantee company, and initial costs (key money, deposit) are minimal. Many share houses have international communities.
  • Monthly apartments (マンスリーマンション) — Furnished short-term rentals (1–6 months) with no guarantor required. Monthly rates are higher than standard leases but move-in is fast and paperwork minimal.
